Eagras forbartha pobail é an Comharchumann a fheidhmíonn chun leasa an phobail áitiúil i nGaeltacht Mhúscraí, Co. Chorcaí. Tá an Comharchumann ann chun cúnamh agus tacaíocht a thabhairt pé slí is féidir do na grúpaí pobail agus coistí deonacha atá gníomhach sa cheantar áitiúil. Tugtar cúnamh agus tacaíocht i dtaobh na Gaeilge ach go háirithe, ach chomh maith leis sin tugtar cúnamh i dtaobh eolas agus rochtain ar fhoinsí maoinithe, cúrsaí/oiliúint, cúnamh le foirmeacha iarratais, bolscaireacht, s.rl.

The Comharchumann is a community development co-operative which operates in the interest of the local community in the Múscraí Gaeltacht area, Co. Cork. The Comharchumann is there to provide assistance and support where possible to the voluntary committees and community groups active in the local area. In particular, the Comharchumann provides support with regards the Irish language, but also provides assistance in relation to information on and access to funding sources, courses/training, help with application forms, publicity, etc.
Bunaíodh Comharchumann Forbartha Mhúscraí Teoranta sa bhliain 2008, le tacaíocht mhaoinithe ó Údarás na Gaeltachta, agus táthar ag feidhmiú go gníomhach chun leasa an phobail áitiúil i nGaeltacht Mhúscraí ó shin i leith.
Ó thráth a bhunaithe tá sé mar phríomhaidhm ag an gComharchumann seirbhís forbartha pobail a sholáthar don phobal trí chéile i nGaeltacht Mhúscraí chun leasa an cheantair áitiúil, le buanú agus caomhnú na Gaeilge, agus cur chun cinn an traidisiúin i gcroílár a chuid oibre i gcónaí. Tá an Comharchumann ann chun cúnamh agus tacaíocht a thabhairt pé slí is féidir do na grúpaí pobail agus coistí deonacha atá gníomhach sa cheantar áitiúil. Tá Julia May Uí Chríodáin fostaithe ina Bainisteoir lánaimseartha ag an gComharchumann faoi láthair agus í lonnaithe in Oifig an Chomharchumainn i gCois Cille, Cill na Martra. Tuairiscíonn an Bainisteoir díreach do Chathaoirleach an Chomharchumainn, a fheidhmíonn thar ceann Choiste Stiúrtha an Chomharchumainn, coiste deonach atá ionadaíoch ar phobal Mhúscraí trí chéile. Buaileann Bainisteoir agus Coiste an Chomharchumainn le hionadaithe Údarás na Gaeltachta go rialta chun pleananna oibre leanúnacha, foinsí maoinithe, éilimh an phobail s.rl. a phlé.
Tagann Coiste an Chomharchumainn le chéile le haghaidh cruinnithe míosúla, de ghnáth an chéad Mháirt den mhí in ionaid éagsúla sa cheantar áitiúil. Tá sé aontaithe i mBunreacht an Chomharchumainn go mbeadh íosmhéid de sheachtar mball ar Choiste an Chomharchumainn i gcónaí agus go mbeadh gach duine de na baill úd ionadaíoch ar choistí deonacha áitiúla eile sa cheantar (coistí forbartha, cumainn peile, coistí bailte slachtmhara s.rl.). Ní féidir le héinne éirí as an gCoiste gan ionadaí eile a ainmniú ina (h)áit.
Is féidir le grúpaí pobail agus coistí an cheantair ballraíocht a ghlacadh leis an gComharchumann agus is iondúil go dtoghann na coistí deonacha áitiúla sin a n-ionadaithe don Chomharchumann ag a gcuid cruinnithe cinn bhliana. Má bhíonn aon choiste nua ag iarraidh bheith mar bhaill den Chomharchumann, déantar é sin a phlé sna cruinnithe míosúla agus má tá an Coiste sásta glacadh leo, glactar leo mar bhaill ina dhiaidh sin ach an páipéarachas cuí a shíniú.
Bíonn cruinniú cinn bhliana ag an gComharchumann i dtreo deireadh na bliana agus is ann a ndéantar na baill agus na hoifigigh a thoghadh don bhliain le teacht. Tá sé de cheart ag gach ball den Chomharchumann vóta a chaitheamh ag an gcruinniú cinn bhliana (vóta amháin in aghaidh gach coiste/grúpa pobail áitiúil).
Comharchumann Forbartha Mhúscraí Teoranta was established in 2008, with funding support from Údarás na Gaeltachta, and since then the co-operative is actively functioning in the interest of the local community in the Múscraí Gaeltacht.
Since it’s establishment the Comharchumann’s primary objective is to provide a community development service to the entire community in the Múscraí Gaeltacht in the interest of the local area, with the continuance and preservation of the Irish language, and promotion of tradition central to all aspects of it’s work. The Comharchumann is there to provide assistance and support where possible to the voluntary committees and community groups active in the local area. In particular, the Comharchumann provides support with regards the Irish language, but also provides assistance in relation to information on and access to funding sources, courses/training, help with application forms, publicity, etc.
Julia May Uí Chríodáin is employed by the Comharchumann as a fulltime Manager and works from the Comharchumann’s office in Cois Cille, Cill na Martra. The Manager reports directly to the Chairperson of the Comharchumann, acting on behalf of the Comharchumann’s Steering Committee, a voluntary committee representative of the Múscraí community. The Comharchumann’s Manager and Committee regularly meet with representatives of Údarás na Gaeltachta to discuss ongoing work plans, funding sources, community requirements etc.
The Comharchumann’s Committee comes together for monthly meetings, usually on the first Tuesday of each month in various venues within the local community. It is agreed in the Comharchumann’s Constitution that the Comharchumann’s Committee has a minimum of seven members at all times and that each member is representative of other local voluntary committees in the area (development committees, football clubs, tidy towns’ committees etc). No member can step down from the Committee without first appointing a replacement in his/her place.
Committees and community groups within the area can obtain membership with the Comharchumann and those local voluntary committees usually nominate representatives to the Comharchumann at their own annual general meetings. If any new committees wish to be members of the Comharchumann, their requests are discussed at monthly meetings and if the Committee is happy to accept said requests, they are subsequently accepted as members upon signing the necessary paperwork.
The Comharchumann holds it’s annual general meeting towards the end of the year and it is then that the members and officers are elected for the coming year. All members of the Comharchumann are elegible to vote at the annual general meeting (one vote per local community group/committee).
